SP Plus PERT Gave Polaris Its Spurt

This four-page article from the January 1960 issue of All Hands — the Bureau of Naval Personnel magazine — explains how two management tools gave the Polaris fleet ballistic missile program its legendary speed. The Special Projects (SP) office under Rear Admiral William Raborn coordinated the sprawling contractor network, while PERT — Program Evaluation and Review Technique — was invented specifically for Polaris and became the first large-scale use of critical-path scheduling in U.S. military procurement. Together they helped deliver the first operational Polaris SSBN ahead of schedule.
