The Special Projects (SP) office under Rear Admiral William Raborn coordinated the sprawling contractor network, while PERT — Program Evaluation and Review Technique — was invented specifically for Polaris and became the first large-scale use of critical-path scheduling in U.S. military procurement. Together they helped deliver the first operational Polaris SSBN ahead of schedule.
